What SB 253 requires
- The Climate Corporate Data Accountability Act applies to US entities doing business in California with over $1B in global revenue. Reporting must follow the Greenhouse Gas Protocol:
- Scope 1: direct operational emissions
- Scope 2: indirect emissions from purchased energy
- Scope 3: value-chain emissions, required from 2027
- Assurance phases in from 2027 (Scopes 1 and 2) and 2030 (Scope 3). Penalties for non-compliance can reach $500,000 per reporting year. CARB has signalled first-year enforcement discretion for good-faith efforts, but the deadline is firm and the bar for "credible" is high
